In the current economic environment, as payers wrestle with the increasing cost of healthcare delivery in the U.S., many are concerned that future coverage policies for new oncology therapies will preclude access to innovative cancer drugs and biologics. Moreover, there exists widespread uncertainty as to how the evolving U.S. healthcare system will be able to meet basic oncology healthcare needs in the future, given the expanding cost projections associated with an aging U.S. patient population and the escalating costs of new cancer therapies and treatment modalities.

Steven Stranne, MD, JD, Partner, Bryan Cave, LLP, Washington, DC

Steven Stranne, M.D., J.D. focuses his practice on developing and implementing regulatory, legislative and strategic initiatives involving health care policy at the federal and state levels.  He provides guidance on policy and legal issues for a wide range of stakeholders in the health care community, including associations and manufacturers.  Dr. Stranne is a partner in the Washington, D.C. office of Bryan Cave LLP.  He is a graduate of the Duke University School of Medicine and Harvard Law School, and he also holds an undergraduate degree in engineering from Duke University.

 

Legislative Update and Developments Impacting Access to Cancer Care

 

Joseph S. Bailes, MD, National Authority on Healthcare Policy & Economics

Dr. Joseph S. Bailes is a medical oncologist with substantial experience in legislation, public policy and advocacy, as well as the business aspects of the practice of oncology and of medicine generally.  For nearly two decades, Dr. Bailes has served in various leadership capacities for the American Society of Clinical Oncology (ASCO).  During his ten years as Chair of ASCO's Clinical Practice Committee, he led a number of legislative and regulatory initiatives that have helped to shape the current environment for regulation and reimbursement of cancer care in the United States.  He also oversaw the creation of ASCO's State/Regional Affiliates Program to enhance participation of community oncologists in the activities of the national organization.  He served on the ASCO Board of Directors in the mid-1990's and was elected President of ASCO in 1999-2000.  Subsequent to his Presidency, Dr. Bailes has remained engaged in ASCO policy development.  For several years, he has served as Chair of the ASCO Government Relations Council, a position that enables him to continue to direct ASCO's involvement in legislative, regulatory and public policy matters affecting cancer clinical research and treatment.  During 2005 and 2006, Dr. Bailes was also involved in the day-to-day governance of ASCO as the Society's Interim Executive Vice President and Chief Executive Officer.  During his tenure as Interim EVP and CEO, his responsibilities included budget and staffing oversight for both ASCO and the ASCO Foundation.  Dr. Bailes is currently Chair of the ASCO Foundation.  Dr. Bailes also has many years of experience in the practice of oncology in the private sector.  He is a partner in Texas Oncology, P.A., the largest oncology practice group in the country, and was a founding member of Physician Reliance Network (PRN), one of the corporate predecessors to US Oncology, Inc.  Dr. Bailes served as President of PRN Research, where he oversaw clinical trials and drug development activities for the physician network.  Subsequently, he was Executive Vice President for Clinical Affairs with US Oncology.  Dr. Bailes received his medical degree from the University of Texas Southwestern Medical School at Dallas in 1981, followed by his internship and residency at Parkland Memorial Hospital in Dallas.  He completed his Medical Oncology/Hematology Fellowship at the University of Texas Health Science Center in San Antonio in 1986.  In 1994, the American Society of Internal Medicine named Dr. Bailes the Outstanding Young Internist of America.  In addition to his private practice experience, Dr. Bailes has served as Clinical Assistant Professor at the University of Texas Health Science Center.                                                                                                 

 

Private Payer Perspective Regarding Oncology Coverage Initiatives & Issues

 

Burton Vanderlaan, MD, FACP, Regional Medical Director, Aetna

Dr. Burton VanderLaan presently serves as the Regional Medical Director for the North Central region of Aetna, Inc.  In this role, he has oversight responsibility for the health care quality and utilization activities of this national insurer for a 16 state area.  Previously, he served as Vice President and Chief Medical Officer for American Medical Security, also a national health insurer, and from 1995 – 1999 was the President and CEO of the Accord Health Network, a multi-hospital affiliation operating in the greater Chicago area.  Prior to that, he was Vice President and Medical Director for Managed Care and Quality at Blue Cross Blue Shield of Illinois.  He received his medical degree from the University of Chicago, and completed Residency, Chief Residency and Fellowship training at the Michael Reese Hospital and Medical Center in Chicago.  He is board certified in Internal Medicine and Medical Oncology, and has practiced in both the individual and group settings.  Dr. VanderLaan is a fellow of the American College of Physicians, and a member of the American Society of Clinical Oncology, the American College of Physician Executives and the American Medical Association.  He has served on the Board of Trustees of the Illinois Hospital Association, and is a past president of the Institute of Medicine of Chicago.

 

Comparative Effectiveness in Oncology and the Impact upon the Oncology Provider and Payer Sectors

 

Grant Bagley, MD, JD, Partner, HillCo Partners

Dr. Bagley consults on healthcare regulatory and reimbursement matters assisting clients in developing strategies to deal with public and private third party payors. His focus is on Medicare, Medicaid and private plan reimbursement. Dr. Bagley has over thirty years of experience in the healthcare field and a deep and sophisticated understanding of healthcare policy issues, legislative initiatives and regulatory programs. He works with clients on Centers for Medicare & Medicaid Services (CMS) and Food and Drug Administration (FDA) matters, as well as on healthcare reform and legislative initiatives. He is a retired partner at Arnold & Porter, LLP where he was a member of the firm’s healthcare practice. He is the former Director of the Coverage and Analysis Group in the Health Care Financing Administration’s Office of Clinical Standards and Quality. While at CMS, Dr. Bagley directed the clinical and scientific determination of Medicare coverage policy and the assessment of new technology. Prior to serving as Director, he was Acting Director of CMS's Division of Physician Services, Office of Practitioner and Ambulatory Care Policy, Bureau of Policy Development. Dr. Bagley previously held positions as a Medical Officer at CMS and was a Medical Officer in the Office of the Commissioner of the U.S. Food and Drug Administration. Dr. Bagley served as Assistant Attorney General for the state of Utah from 1990 to 1991, having received his JD from the University of Utah College of Law in 1989.
